on combination, dehydrated skin, dullness is mostly a matter of the surface and water — not deeper structures. When the top layer holds little water and carries dry buildup, light scatters, and the skin reads as dull and "tired" before anything deeper changes.
The upper layers of the stratum corneum look water-depleted, so the skin appears less plump and less luminous.
This can point to surface sensitivity and barrier stress, which make superficial vessels read more visibly — skin like this needs preparation and comfort, not aggression.
